UNODC Report Highlights TRON USDT As Southeast Asia Scam-Laundering Channel

A Foresight analysis of UNODC's TOCTA 2026 report said TRON-based USDT has become a preferred laundering channel for Southeast Asian scam networks, with regional cyber-scam losses estimated at USD88.3 billion to USD114.1 billion in 2025. The finding keeps TRON USDT flows, high-risk geography and exchange deposit monitoring at the center of APAC AML controls.

APAC FINSTAB analysis

Although this is outside core APAC, it is relevant because global market-structure, enforcement, and stablecoin precedents often shape licensing expectations for APAC exchanges, issuers, custodians, and DeFi teams. Protocols/assets in scope: USDT, TRX. Named institutions or platforms: UNODC, TRON. Teams should monitor the original source, map the change to licensing, custody, disclosure, and market-access obligations, and update their jurisdiction playbooks before the next compliance review.

Compliance read-through: map this event to entity licensing, market-access, custody, disclosure, token listing, and operational-risk obligations before expanding or marketing in the affected jurisdiction.
